CAMPUT
is a self-supporting, non-profit organization of federal,
provincial, and territorial boards and commissions which are
responsible for the regulation of the electric, water, gas,
and pipeline utilities in Canada. Some CAMPUT
members are also responsible for the regulation of matters
such as automobile insurance. The Canadian
Nuclear Safety Commission (CSNC), the Canadian Environmental
Assessment Agency (CEAA), the Québec Bureau d'audiences
publiques sur l'environnement (BAPE), the British Columbia
Oil and Gas Commission (BCOGC), the Alberta Energy Resources
Conservation Board (ERCB), the Canada-Nova Scotia Offshore
Petroleum Board (CNSOPB), the Canada-Newfoundland and Labrador
Offshore Petroleum Board (CNLOPB), the Federal Energy Regulatory
Commission (FERC) of the United States of America, and the
Comisión Reguladora de Energía (CRE) in Mexico
are associate members of CAMPUT.
Our
purpose is to improve public utility regulation in Canada
and
the education
and
training of commissioners and staff of public utility tribunals.

Regulatory Award Winners for 2008
CAMPUT
has announced the winners of the third annual CAMPUT Awards.
The 2008 CAMPUT Awards were presented April 22, 2008 at the
CAMPUT annual conference in Banff, Alberta.
The CAMPUT Leadership Award was won by Gordon Kaiser of the
Ontario Energy Board and Bob Heggie of the Alberta Utilities
Commission for their leadership on the Regulator/Industry
Dialogue on Demand-Side Management and Energy Efficiency. The
Ontario Energy Board won the CAMPUT Innovation Award for its
Stakeholder Satisfaction Survey.
Hans
Konow of the Canadian Electricity Association and Michael
Cleland of the Canadian Gas Association received special industry
recognition for their leadership
on the Regulator/Industry Dialogue on Demand-Side Management
and Energy Efficiency.

The
leadership of CAMPUT has offered Canada's Energy and Mines
Ministers a renewed commitment from energy regulators to work
with policy makers to improve energy regulation in Canada.
This commitment was accepted by the Ministers.

CAMPUT
Study on Demand Side Management
In
the fall of 2005, CAMPUT engaged the services of Summit Blue
Consulting, LLC, to conduct a study on Demand Side Management
(DSM) with respect to the electricity and natural gas industries.
The report, "Demand-Side Management:
Determining Appropriate Spending Levels and Cost-Effectiveness
Tests", has now been released and is available

World Forum on Energy Regulation:
CAMPUT
is proud to be one of the promoters of the World Forum on
Energy Regulation. The First and Second World Fora on Energy
Regulation were held in Montréal, Canada (2000) and
Rome, Italy (2003). The 3rd World Forum was held at the Omni
Shoreham Hotel in Washington, D.C., October 8 - 11, 2006,
and provided a framework for discussing new trends and experiences
in energy regulation and their impact on gas and electricity
markets, on an international, national and regional level.
