CANADIAN ASSOCIATION OF MEMBERS OF PUBLIC UTILITY TRIBUNALS

 

CAMPUT is a self-supporting, non-profit organization of federal, provincial, and territorial boards and commissions which are responsible for the regulation of the electric, water, gas, and pipeline utilities in Canada.   Some CAMPUT members are also responsible for the regulation of matters such as automobile insurance.  The Canadian Nuclear Safety Commission (CNSC), the Canadian Environmental Assessment Agency (CEAA), the Québec Bureau d'audiences publiques sur l'environnement (BAPE), the British Columbia Oil and Gas Commission (BCOGC), the Alberta Energy Resources Conservation Board (ERCB), the Canada-Nova Scotia Offshore Petroleum Board (CNSOPB), the Canada-Newfoundland and Labrador Offshore Petroleum Board (CNLOPB), Efficiency NB, the Federal Energy Regulatory Commission (FERC) of the United States of America, and the Comisión Reguladora de Energía (CRE) in Mexico are associate members of CAMPUT.

 

Our purpose is to improve public utility regulation in Canada and the education

and training of commissioners and staff of public utility tribunals.

What is the Community Fund?

 

CAMPUT does not accept direct sponsorships of the conference. We do, however, offer the opportunity of becoming a Community Fund sponsor.

 

The purpose of the Community Fund is to fund, in whole or in part, conference participants who would not otherwise to able to attend. Such participants include, for example, students, educators, representatives of non-profit or community organizations and Aboriginal people.

Carbon Pricing Dialogue Report Released at CAMPUT 2009 Conference

Along with the Canadian Gas Association and the Canadian Electricity Association, in 2008/2009  CAMPUT held a series of three sessions  which progressively explored the implications of carbon pricing: starting with understanding the scale of the challenge and the policy options in play; moving on to understand the potential impacts on both energy consumers and utilities; and finally to understanding the potential implications for regulatory systems in the years ahead.

CAMPUT Energy Regulation Course, Donald Gordon Centre, Queen's University, June 28 - July 3, 2009

CAMPUT offers a highly regarded energy regulatory course at Queen's University in Kingston, Ontario. Until this year, the CAMPUT course has been available only to CAMPUT members, but this year the course is being opened to a limited number of non-members.  General registration is now closed.  For late registration availability contact course@camput.org.

The course registration fee for CAMPUT members is $1,650, plus GST, and the non-member registration fee is $2,225 plus GST. This includes:

  • a text book compiled by the directors of the course, Gordon Kaiser, Vice Chair of the Ontario Energy Board and Bob Heggie, Chief Executive of the Alberta Utilities Commission
  • 5 nights accommodations (June 28 - July 2) at the Donald Gordon Centre, including daily breakfast, lunch and coffee breaks; and
  • 5 dinners, including an opening barbeque, one dinner at the Donald Gordon Centre, one dinner at the General Wolfe Hotel on Wolfe Island, a Thousand Islands Dinner Cruise, and one dinner at the Kingston Yacht Club.

CAMPUT Regulatory Award Winner for 2009 -- National Energy Board

CAMPUT has announced the winners of the fourth annual CAMPUT Award. The 2009 CAMPUT Award was presented May 12, 2009 at the CAMPUT annual conference in Saint John, New Brunswick.

The CAMPUT Award for Innovation and Leadership Award was won by the National Energy Board, for its Online Application System.

 

4th World Forum on Energy Regulation:

CAMPUT is proud to be one of the promoters of the World Forum on Energy Regulation. The First, Second and Third World Fora on Energy Regulation were held in Montréal, Canada (2000), Rome, Italy (2003) and Washington, DC (2006). The 4th World Forum will be held in Athens, Greece, October 18 - 21, 2009, and will focus on:


• Reliability and security of supply
• The role of regulators in responding to climate change
• Competitiveness and affordability
• The independence, powers, responsibilities, best practices and training of regulators 

 

 

Energy Regulators Commit to Presenting G8 Energy Ministers With Regulatory Best Practices on Promotion of Energy Efficiency

Prior to the meeting of G8 Energy Ministers in Rome, Italy on May 24 - 25, 2009, a Roundtable of Energy Regulators was held in Rome on May 24.  The National Energy Board and CAMPUT were represented at this Roundtable.  Among other commitments, regulators agreed to present next year's meeting of G8 Ministers with a report on the best regulatory practices concerning the promotion of energy efficiency.  Logistics will be discussed at the World Forum on Energy Regulation IV in Athens in October, 2009.

CAMPUT Study on Demand Side Management

In the fall of 2005, CAMPUT engaged the services of Summit Blue Consulting, LLC, to conduct a study on Demand Side Management (DSM) with respect to the electricity and natural gas industries.  The report, "Demand-Side Management:  Determining Appropriate Spending Levels and Cost-Effectiveness Tests", has now been released and is available via the links below.
