CAMPUT
is a self-supporting, non-profit organization of federal,
provincial, and territorial boards and commissions which are
responsible for the regulation of the electric, water, gas,
and pipeline utilities in Canada. Some CAMPUT
members are also responsible for the regulation of matters
such as automobile insurance. The Canadian
Nuclear Safety Commission (CNSC), the Canadian Environmental
Assessment Agency (CEAA), the Québec Bureau d'audiences
publiques sur l'environnement (BAPE), the British Columbia
Oil and Gas Commission (BCOGC), the Alberta Energy Resources
Conservation Board (ERCB), the Canada-Nova Scotia Offshore
Petroleum Board (CNSOPB), the Canada-Newfoundland and Labrador
Offshore Petroleum Board (CNLOPB), Efficiency NB and the Comisión
Reguladora de Energía (CRE) in Mexico are associate
members of CAMPUT.
Our
purpose is to improve public utility regulation in Canada
and
the education
and
training of commissioners and staff of public utility tribunals.

CAMPUT Announces 2010 Award for Innovation and Leadership
CAMPUT has announced the winner of the 2010 CAMPUT Award for Innovation and Leadership. The 2010 CAMPUT Award was presented at the organization's 2010 Annual Conference in Montréal, Québec, on May 4, 2010.
The CAMPUT Award for Innovation and Leadership was presented to the Nova Scotia Utility and Review Board (NS UARB), for its "Integrated Electronic Case Management, Document Management and Electronic Hearing Project".

CAMPUT Releases Benchmarking Study
CAMPUT has released a benchmarking study which examines some of the options available for using benchmarking as a regulatory tool in Canada.
CAMPUT retained two independent consulting companies which worked jointly on the study report – First Quartile Consulting, LLC, of El Segundo, California, and Elenchus Research Associates, Inc., of Toronto, Ontario. In completing the study, the researchers consulted extensively with electric utilities and energy regulators in Canada.
In the report, entitled “CAMPUT Benchmarking for Regulatory Purposes,” the consultants examine potential uses of benchmarking for regulatory purposes in Canada, as well as issues and concerns around the use of benchmarking. The report includes a set of metrics which might be used by Canadian regulators to facilitate cross-jurisdictional comparisons among utilities.
CAMPUT is providing the study to its member boards and commissions for their consideration. Individual boards and commissions will determine the degree to which the recommendations are implemented within their jurisdictions.
The report was the subject of a technical session at the CAMPUT Conference in Montréal, Québec, May 2-5. The lead consultants on the project participated in the session.

Carbon
Pricing Dialogue Report Released at CAMPUT 2009 Conference
Along
with the Canadian Gas Association and the Canadian Electricity
Association, in 2008/2009 CAMPUT held a series of three
sessions which progressively explored the implications
of carbon pricing: starting with understanding the scale of
the challenge and the policy options in play; moving on to
understand the potential impacts on both energy consumers
and utilities; and finally to understanding the potential
implications for regulatory systems in the years ahead.

World Forum on Energy Regulation:
CAMPUT
was proud to be one of the promoters of the World Forum on
Energy Regulation. The First, Second and Third World Fora
on Energy Regulation were held in Montréal, Canada
(2000), Rome, Italy (2003) and Washington, DC (2006). The
4th
World Forum was held in Athens, Greece, October 18 - 21,
2009.
The 4th World Forum resulted in the launch of the International Confederation of Energy Regulators (ICER). ICER provides a voluntary framework for cooperation among energy regulators from around the globe. Its aim is to improve public, and policy-maker, awareness and understanding of energy regulation and its role in addressing a wide spectrum of socio-economic, environmental and market issues. ICER created four "Virtual Working Groups" (VWGs), to work on various important issues between now and the 5th World Forum. The four virtual working groups are:
- VWG 1: Reliability and Security of Supply: CAMPUT member -- George Eynon, Alberta Energy Resources Conservation Board
- VWG 2: The Role of Regulators in Responding to Climate Change: CAMPUT member -- Paul Sommerville, Ontario Energy Board
- VWG 3: Competitiveness and Affordability: CAMPUT members -- Roland George (VWG 3 Chair), National Energy Board, and Ken Quesnelle, Ontario Energy Board
- VWG 4: The Independence, Powers, Responsibilities, Best Practices and Training of Regulators: CAMPUT member -- Gordon Kaiser, Ontario Energy Board

5th World Forum on Energy
Regulation will be held May 13 - 16, 2012, in Québec,
Québec.

Study on Demand Side Management
In
the fall of 2005, CAMPUT engaged the services of Summit Blue
Consulting, LLC, to conduct a study on Demand Side Management
(DSM) with respect to the electricity and natural gas industries.
The report, "Demand-Side Management:
